Meeting called to order by Chair Petrowiak at 9:00 a.m.

A motion was made by Meschke to approve the May 14th, 2009 Secretary’s Report second by Flohrs.  Affirmative:  Meschke, Flohrs, and Roberts.  Opposed:  None.  Motion Carried.

A motion was made by Meschke to approve the May 31, 2009 Treasurer’s Financial Report second by Roberts.  Affirmative:  Meschke, Flohrs, and Roberts.  Opposed:  None.  Motion Carried.

Resolutions

A motion was made by Roberts to submit Resolution to Cap the Number of Impaired [TMDL]Waters in Minnesota to the Area VI meeting on June 29, 2009 second by Flohrs.  Affirmative:  Meschke, Flohrs, and Roberts.  Opposed:  None.  Motion Carried.

 

A motion was made by Meschke to submit Re-Instatement of Poster, Mural, and Video Contest at State Level Resolution to the Area VI meeting on June 29, 2009 second by Flohrs.  Affirmative:  Meschke, Flohrs, and Roberts.  Opposed:  None.  Motion Carried.

 

A motion was made by Roberts to submit the Resolution To Have A Statewide Dialogue About The SWCD Structure For Future Natural Resource Conservation Delivery in Minnesota to the Area VI June 2009 meeting second by Flohrs.  Discussion to include an additional whereas statement.  Affirmative:  Meschke, Flohrs, and Roberts.  Opposed:  None.  Motion Carried.

 

Three Rivers RC&D Trail Proposal

Thiesse presented a proposal/application – attached, for Lisa Buckner, Three Rivers RC&D Coordinator to submit to the Three Rivers RC&D Board.  A motion was made by Meschke to submit the proposal/application to Three Rivers RC&D Board second by Flohrs.  Discussion followed to include wording indicating project will have more focus on collaboration with existing trail groups and committees.  Other changes include changing “Martin County” to read South Central.  The Board agreed to have staff tweak proposal and submit.  Affirmative:  Meschke, Flohrs, and Roberts.  Opposed:  None.  Motion Carried.

 

New Business

Copy Machine

Smith presented estimates from Davis Typewriter on two new machines.  The current service contract is increasing from $.008 to $.029.  A motion was made by Meschke to table this topic until staff determines usage/copies made per year second by Roberts.  Affirmative:  Meschke, Flohrs, and Roberts.  Opposed:  None.  Motion Carried.

 

2010 Budget

Smith presented budget cuts and will turn in report by June 19, 2009 to the Martin County Coordinator.  A motion was made by Meschke to reduce the 2010 District’s County allocation by 3% second by Roberts.  Affirmative:  Meschke, Flohrs, and Roberts.  Opposed:  None.  Motion Carried.

District Conservationist Report

Spencer reported - see attached.  A motion was made by Roberts that the Board requests support and Technical Assistance for Spencer from the Area Office as she completes the audit to help in all of her other duties and aspects of her job second by Meschke.  Affirmative:  Meschke, Flohrs, and Roberts.  Opposed:  None.  Motion Carried.

 

District Manager Report

Report given by Johanson – see attached.  He reported on issues of seeding ditches.  Johanson drafted a letter to inform landowners of procedures and a comment was to add a deadline for practice implementation to be completed by. 

 

Water Plan Advisory Committee

Next meeting will be June 30, 2009 at the District office.

Clean Water Partnership Report

Peterson reported on Tuttle Lake about Phase 1 and 2 of the project.  The Board acknowledged Peterson on the outstanding job he’s done and working with all of the other entities.

Greater Blue Earth River Basin Alliance

Smith gave an update on the interviews for the Water Quality Specialist position and that an offer was made.  There was discussion regarding reducing Policy Board Meetings and the possibility of hiring an Executive Director for GBERBA to be located in Cottonwood County.
