DNR Shoreland Habitat Restoration Cost-Share Rules and Regulations:

Two projects will be awarded up to $3000.00 in cost-share for participants that attend the two day Shoreline Gardens workshop, April 23-24, Red Rock Center, Fairmont, MN with a 25% match (up to $750.00) and with the possibility of qualifying for additional funding.   Only one awarded per household.

Rules and Regulations:

1.      Must own the property.

2.  The property must be located in Martin County where the work will be done.

2.      Lifetime of the project will be ten (10) years or landowner will be required to reimburse all payment received from the MNDNR.

3.      Project must consist of at least 75% of the shoreline.

4.      Project must be 25 feet in depth as per DNR specifications.

5.      Up to 75% of project costs are paid by cost share funds as a reimbursement after practice completion and bills are paid.  Practices must be approved by the Department of Natural Resources (DNR) and the Soil and Water Conservation (SWCD) Board of Supervisors.   MNDNR Cost-Share may be combined with any other cost share programs not to exceed 75% total cost share.  The conservation practice is inspected periodically to assure the satisfaction and integrity of the practice. Approved construction practices include activities that control nutrient runoff; stabilize critical eroding areas; divert runoff to protect and improve water quality; reduce wind erosion; control gully, rill, or sheet erosion; protect shoreland from erosion; control stormwater runoff; or protect surface water and ground water quality.

6.      In kind or costs incurred prior to the formal approval date of the grant agreement are not grant eligible.

7.      Landowner must keep paid receipts and records of all expenses, hours, volunteer labor, equipment, contractors, etc. and turn in copies for reimbursement.

8.      Materials used must be organic or bio-degradable to be eligible for cost-share.  Examples:  coconut coir logs.

9.      Plants must be a local ecotype to this area as specified by DNR.

                         

In-Kind:  The in-kind share of the project may consist of cash, labor, materials and equipment and/or volunteer labor, material donations or donated equipment use. Donated costs must be necessary for the completion of the project (i.e. would have been purchased if not donated), cannot be from a federal source or have been used to match other federal grants, must be applicable to the time period of the grant, must be an allowable cost and must be necessary and reasonable for the accomplishment of project objectives.

 

NON-ELIGIBLE COSTS

Non-eligible costs for payment mean all costs not defined as eligible costs, including but not limited to the following:

a) Any costs incurred before the grant is fully implemented and signed;

b) Fund raising;

c) Taxes, except sales tax on goods and services;

d) Insurance, except title insurance;

e) Attorney fees;

f) Loans, grants, or subsidies to persons or entities for development;

g) Bad debts, late payments fees, finance charges or contingency funds;

h) Interest

i) Lobbyists;

j) Political contributions;

k) Investment management fees;

l) Memberships – (including subscriptions and dues);

m) Indirect costs – (such as office maintenance, office utility costs, refreshments for staff, decorations);

n) Directors or officers salary unless expressly approved in the grant agreement, together with a plan of activities and actual work products;

o) Office rental fees – (including storage space rental);

p) Food and refreshments, unless expressly approved in the grant agreement together with a plan of activities.

q) Publications and periodicals;

r) Merit awards and bonuses;

s) Employee worksite parking;

t) Entertainment;

u) Gifts and prizes;
